As you know or not, Windows XP and Vista has a delay when you mouse over a menu. By default, Windows takes 400 miliseconds to show the menu items after you mouse over the menu. When you buy a new computer, it comes with a diagnostic utility. You can start diagnosing by inserting the diagnostic tool CD into the CD/DVD bay. You can run it at boot up or navigate inside the CD and then run the diagnostic tool by clicking on it.
